Minutes of Meeting Cycle Advocacy Group - Wednesday 18th June, 2003

Held at the Creative Café, Marama Arcade, Taupo at 7:00PM

1. PRESENT: Gerry Dance; Thomas Schwarz; Else Tutert; Pete Masters; Neville Peach; Jonathan Garlick

2. APOLOGIES: Lisa Rowland

3. CORRECTIONS TO LAST MINUTES: Committee agreed that the minutes of 7th May 2003 were a true and accurate record. Accepted by committee (Jonty/Thomas)

4. INCOMING/OUTGOING CORRESPONDENCE

• Letter in from the IRD on 23rd May confirming date of commencement of constitution on 1st May 2003.

• Chainlinks Jun-Jul 2003 magazine from CAN in.

• Letter out to Dave Lumley at DOC updating him on the Spa/Huka Cycle Way proposal.

• Letter out to Leanne Stewart C/o Taupo Moana Rotary updating the club on the Spa/Huka Cycle Way proposal.

• Pete Masters e-mail to Ground Effect requesting sponsorship for land access fee on the Patuiwi Land

• E-mail from Ground Effect confirming sponsorship

5. TREASURER’S REPORT

Else and Jonty have both been to the National Bank (NB) and signed all the appropriate papers. However NB still require Bike Taupo’s common seal, so if this is still a problem Else may look at another bank probably WestPac.

7. SUBCOMMITTEE REPORTS:

Media and Promotion:

• Jonty responded to another letter regarding the cycle lanes in Heu Heu Street. There has been still a lot of talk on this subject by negative and positive. There was another letter in the paper on Tues 17th May which he will respond to.

• Else and the cycle strategy team sent out a letter to all Bike Taupo members with e-mails regarding the new cycle lanes. Concern was raised regarding the process e.g. It should have been clearer in the letter that this is a letter sent from Bike Taupo on behalf of the Cycle Strategy Team. Thomas and Jonty will respond with letter explaining the Cycle Strategy Team letter with a suggestion to use the forum section of the website to express views, they will also provide a link to here.

• No action on postcard membership forms. However committee still would like to pursue idea and Jonty will get prices for up to 15,000. So that they can be put in race packs eg Day Night Thriller and Lake taupo Cycle Challenge. Committee felt it was also worthy to be considered as a project and therefore funding.

Website:

• Thomas to add 1 or 2 new tabs Projects and Future projects to the menu. This will hopefully create some discussion and what the community would like to see Bike Taupo involved with in the future. There will also be a link to the forum section so views can be expressed here. Three projects were identified to start the discussion off, 1) Kinloch to Acacia Bay, 2) Cycle lane on Spa Road, 3) Control Gates to Spa Park.

• Pete has provided Thomas with some links to other sites, they will be put on shortly.

• The website was found by Kirsten Dent temporarily living in England who will shortly be returning back to Taupo. It showed the accessibility of the Website from afar.

• Thomas highlighted the need for a new Bike Taupo webmaster, Stewart initially filled this role and helped set up the website but is now working from home. This role checks and audits all info onto the site. Thomas currently doing this.

• Further discussion has been had by Thomas with Len and Chris of the Mountain Bike Club. There currently is a link to race results. The Mtb club are going to get back with more info shortly. Discussion over payments have also been had, OK Computer will charge separately for work undertaken for the club, but the club will also pay a portion of the hosting fees.

 

 

Huka Falls/Spa Park Track

• Pete reported that a easement / agreement has been drawn up by Alan Vane and is presently with Patuiwi and awaiting there approval and signatures. The easement will be for a 150-200m x 3m strip of land, it comes with a land access fee of $1000 + GST which we feel is a good deal. It does secure long term access and a right to be there.

• Pete has been in contact with Ground Effect [a group of bikers that make cycling clothing] who have a slush fund to promote cycling to see if they are willing to sponsor an aspect of the project. Their response is they are more happy to sponsor the land access fee of $1000 +GST on the Patuiwi land.

• Pete and Gerry made another presentation to the Taupo Moana Rotary Club which went really well. They updated the club to where Bike Taupo was at with the track and highlighted to them how the funding will be spent and essentially asked for $16,000. Rotary were then going to make a decision within two weeks.

• Rotary Club made their decision on funding the Bike Taupo Project on Monday 16th June 2003. Their decision was unanimous and they have offered $20,000 in funding to the Spa Park Huka Falls Track. This is great news it means the track is getting very close to becoming a reality. They have asked for naming rights and they have nominated Dave Wakelin to be involved in the implementation in the project.

• A small working party [Pete Masters, Gerry Dance, Chas Hutton, Paddy Gordon, Barry Shepherd, Kevin Loe, & Jonty Garlick have been busy over the last few weeks working on the alignment and marking of the track. This is just about complete and the track look is looking really good and should provide an excellent experience for the cyclist.

• Gerry presented the committee with a draft project plan for implementation of the track, it highlighted the stages of the track and a starting point to the process in how the track will be constructed. It also suggests that a subcommittee be formed consisting of

• Gerry Dance [TDC, Administration, Track supervision]

• Paddy Gordon [DOC, Track supervision]

• Chas Hutton [NZ Forest Managers GM,Track supervision, Materials]

• Kevin Loe [EW, Track supervision]

• Dave Wakelin [Rotary, PR, along with Jonty Garlick]

• Else Tutert [Finance]

This was moved by Thomas and Neville.

• The first sub-committee meeting will be in the next couple of weeks and a newsletter will also be drafted.

• In summary the Rotary Track is all go, we just need to finalise the implementation plan, we all agreed the project needs to well organised and including volunteer working bees. As the success of this project could very much set the standard for successes of further projects.

• Thomas will also organise a e-mail address for this subcommittee

Submissions / Funding:

• Neville highlighted that the Hillary Commission now no longer exists and has been replaced by Sport & Recreation NZ [SPARC], he followed this avenue by contacting Sport Waikato who are uncertain of how the funding and allocation will now work.

• Approached Lucky Lizard who grant funds under the umbrella of Southern Trust, the forms are quite detailed requiring a lot of info. It was agreed that all will help filling out the forms and there a number of projects that we could initially apply for funding e.g. Website, banner, postcards, parts of the Rotary Track, Legal work from Alan Vane,

• Still a need to develop a list of some facts about cycling e.g. how much a carpark costs, Carpark building etc

Membership:

• Membership is up to around 280 now so it looks as though everyone is talking!!

• Pete highlighted there are 350,000 Mtn Bikers in the country according to the Kennett Brothers

• Mountain Bike Club will hold their 2nd winter series race on the 29th June and Bike Taupo will enter a team (Pete, Thomas, Jonty & Gerry) and also set up a small stand, with the banner and the Rotary Track info

• Aim to have the postcard memberships ready for the Day Night Thriller registration packs.

TDC Cycle Strategy Team:

• Else reported that the changes to the roundabout on Taharepa Road (it will be widened to make road way around it narrower which will decrease the traffic’s speed and allow cyclists to merge safely) will be done in the next financial year

• The Kotare Street island and path widening adjacent to the Kimberley Reserve path end is nearly complete.

• The path widening on Hilltop Reserve & Liston Ave Reserve is about to get underway shortly, Share with Care signs ()similar to Kimberly Reserve) have also been ordered.

• Lisa and the team are working on a brochure featuring Cycling in Taupo. Destination Lake Taupo are keen to come on board and will fund the art work and the Cycle Strategy Team will fund the printing costs. At this stage they are looking at getting 15-20,000 printed

• The team has also been looking at putting in a track between Control Gates and Spa Park.
