TDC Walking and Cycling Strategy

Submission to the TDC Walking and Cycling Strategy


On behalf of the Bike Taupo Advocacy Group I would like to support the Taupo District Council Walking and Cycling Strategy.

We would also like to support the submission from Cycle Action Waikato, with the suggested improvements and additions to the strategy, in order to clarify the strategy to a wider audience and emphasise it’s key points.


Our key points in this submission are:

1.Active Transport Manager
 
For this strategy and it’s implementation plan to work the council needs to introduce the position of an “Active Transport Manager”.
We strongly believe only a role like this will see the stated vision become a reality. The existing networks of well over 100km of off-road biking and walking tracks in the district, needs to be complemented by a connected network of tracks within the urban environment. This task is outside the scope of volunteers and combines existing roles of urban planning, traffic engineering, parks and reserve management and community safety.
With increasing development in our District, new Government initiatives like the National Cycle way, and increasing demand for active transport, we need a dedicated person to have this vision as a top priority and not as an afterthought.
 
 
 
2.Funding Priorities and Completion Dates
 
There are far too many items in this 2009 strategy, which were already identified as top priority in 2001 and 2006.
We recommend the Taupo District Council to allocate funding for all the high priority items on the implementation plan and assign realistic and agreeable completion dates to them.
The top two benefits of achieving Objective 1 (To develop and maintain a safe, accessible, attractive and connected network …) as a priority would be:
  1. Tourism and Economy – Maintaining and increasing a satisfying experience for visitors to the Taupo region.
  2. Safer Community – providing active transport on a safe and accessible network iimproves the liveability of our community by increasing economic activity, improving safety, public health and personal security.
 
 
 
3.Transparency and Public Input
 
Due to the structure of the 2009 Strategy, where the Implementation Plan is a dynamic document, resulting out of the Strategies’ Action Plan, we would recommend the following:
  1. Publish the Implementation Plan on the Council Website, with Funding allocations and completion dates
  2. Review the above on a quarterly basis and encourage feedback from the public, through easy links on the public website
  3. Assign the task of supervising the Implementation of the Strategy to the new role of “Active Transport manager”

MTB Ambulance

Taupo’s new pedal-powered ambulance

Taupo St John ambulance officer and ‘pedalmedic’, Tony More knows a thing or two about bikes. For the last 12 months he’s used his personal mountain bike, kitted out with essential medical equipment, as a first response vehicle at events to get to incidents and medical emergencies where four-wheeled ambulances can’t go.

This off-road ambulance service has proved a vital support at the many sports events held in Taupo throughout the year and has confirmed the need for permanent pedalmedic gear and pedal-power.

Many of Taupo’s events are held in remoter areas with limited vehicle access. St John Operation Team Manager, Graeme Harvey says using a bike gives his staff flexibility and means that experienced medical help can quickly reach and assess patients in that environment.

To help keep the pedalmedic service on track, local Avantiplus Corner Cycle shop owner, Craig Macdonald yesterday donated a new Avanti mountain bike to the amublance team. Mr Macdonald will formally present the bike to the St John ambulence team on the final day of Cyclemania, Taupo’s festival of cycling, Sunday 29 November.

“St John does a great job. Cycling events and cycle tracks will only increase in Taupo and for me it’s a way of giving something to the community –there’s a feel good factor,” says Craig Macdonald.

Similar to an ambulance the bike will be equipped with first response medical equipment such as a defibrillator, oxygen and general medical and first aid items. A specially-made trailer will transport the gear, which with today’s technology weighs around 18kg.

The bike will get its first official outing on 28 November during in the Dirt and Tarmac relay of the Wattyl Lake Taupo Cycle Challenge. It will joining in the Guinness World Record attempt for the longest parade of bikes on Sunday 29 November.

A full progamme of Cyclemania events is on the website, www.cyclemania.co.nz and events get underway on November 23.

Cyclemania was launched in 2008 and is a joint venture between Bike Taupo, Wattyl Lake Taupo Cycle Challenge, the Taupo District Council and Sport Waikato.

Last year Taupo was 3rd  in the category City/District  between 11,000 - 58,000

We were beaten by Central Hawke Bay District and Selwyn District Council. (Taupo had 357 points, Selwyn DC 360 points and Central HB 507points)

Cottage Mews Motel

Cottage Mews Motel is in Two Mile Bay, about 800 metres south of the State Highway 5 turn-off to Hawkes Bay. It is on the lake side of Lake Terrace, close to a safe swimming beach and perfectly situated for the afternoon sun.

A neat little Motel were you can rip out the front gate and it’s onto a bike path. Turn right and its 100 meters to the first coffee shop or left and a easy 3 km ride into town along the walking/bike path. Don’t mind people turning up covered in mud and will even pump your tyres up!
