There were not enough committee members present for a quorum. It was decided to continue with the meeting and pass any resolutions at the next committee meeting.

TREASURERS REPORT

The report was discussed. The Department of Conservation will be invoiced for the work being undertaken to upgrade the Kawakawa Bay track. The funding has been received from Youthtown for Cyclemania and Event Promotions have been invoiced for the Daynighter.

SUB-COMMITTEE REPORTS

Urban Jungle

1. Taupo District Council walking and cycling maps.

Action: Thomas to talk to Claire about the maps and to suggest that Jim Lewis is contracted to produce the maps.

2. Ministry of Education cycle training programme.

The committee was unsure what programme has been made on this programme.

Action: Aniek to request an update from Murray

Media Promotion and Website

1. Newsletter

There was discussion on producing a regular newsletter similar to the track crew newsletter. There are books available to be given away and these could be included as a promotion in the newsletter.

Action: Thomas to coordinate the newsletter and everyone else needs to contribute any news or information.

2. Bike friendly accommodation

There was a discussion on the draft Bike Friendly Accommodation policy that Richard had written. The policy will be approved at the next committee meeting.

Action: Richard to make changes to the policy as discussed and email to Pete M.

Action: Pete M. to do inspections of Suncourt, Wairakei and Cottage Mews

Managers Report

Deb’s Track is now open (and the new signs look great).

The Kegresse Track has been upgraded to make it more rideable.

Repairs have been made to the Rotary Ride after the Daynighter.

The new track that has been built in Owen Delaney Park will be maintained by Bike Taupo.

The summer maintenance programme has been started.

There has been some storm damage to the Tunnel track

Banger is making track counters that will be installed at various locations.

The work on upgrading the Kawakawa Bay track is going well.

The track behind the Wairakei Hotel has been signed and this is now a public track.

There was discussion about the track down the northern side of Lake Aratiatia. Bike Taupo will take over maintaining this as it is becoming an increasingly popular track and important for the Huka Challenge.

Richard has met with John Ridd from TDC to discuss the service contract which expires in June 2010. John mentioned that he was keen to talk about Spa Park

Wairakei carpark toilets – the Commissioner of Crown Lands will not give permission for these toilets to be built as the information kiosk was apparently built without prior permission.

Action: Richard to organise meeting with TDC at Spa Park.

Safety / accidents

A woman broke her arm on W2K and needed to be airlifted out by helicopter. She apparently fell off the edge of the track.

Other matters

·         Donation received from Les Dollard (through Paymate on website).  Karyn to do a thank you letter and mention it will go towards track maintenance

·         Helistar – Letter of thanks to go to Helistar (Lisa) donation of $2,000 from their Local’s Day was greatly received.  It will go towards the building of toilet facilities in the Crater’s car park.

·         The payments noted in the receipts list from TDC include W2K maintenance payments in accordance with agreement.

SUBCOMMITTEE REPORTS:

 

Urban Jungle:

1.      Cycling and Walking Strategy – Thomas reported he has attended the second of three, five hour workshops.  Making great progress with Via Strada on board.  There’ll be a separate strategy document and Implementation plan (2 – 10 year plan).  The plan will include initiative priority, costing and area and is a live document so will be continually updated.  It was noted the strategy should include environment and economy and should tie in with other developments (ie. East Urban Lands and CBD plans).  Another important aspect is noting measurable targets and figuring out how we do this.

2.      Spot the Cyclist Campaign  - great photos emailed  through.  Richard H reported it was a little disappointing as the Council kept putting the photos off – they were to appear in the paper regularly during Bikewise month and are finally appearing this week for the first time.  Unfortunately Bikewise month is long gone.

3.      GREEN PAINT  and Cycle Emblems finally after all these years green paint has appeared on Spa Road

 

Media Promotion and Website:

1.      Future media and promotion issues – we have all acknowledged that we are not good at notifying the media with current affairs of Bike Taupo.  Liane Fraser (ex DoC) is now freelancing and Richard B has approached her to do some freelance media work for Bike Taupo – possibly a few hours a week. (ie. Spend up to $250?).  The committee all were happy to have Liane do this for us.  She will cover education and current affairs via media and website.  All agreed that anything that appears in the newspaper should appear on our website and be even turned into a newsletter to members. 

2.       Email addresses – it seems some emails are not getting through.  Thomas to look into and workout some kind of check for people to make sure they are getting emails.

 

Managers Report

W2K

·         W2K headland track opening went well with around 50 people turning up to bike/walk into to the tube cutting ceremony.  Pete and Pete cut the tube.  It was a classic Bike Taupo opening – relaxed with a couple drinks.  The table with etched names is in place.

·         Rose Battersby is to set up as a track counter on W2K these Easter holidays.  Excellent for future statistics.

·         There is a new lookout on W2K built hear the toilet

·         Toilet is now operational and is situated near the first intersection on the Whakaipo side.  A helipad has also been cleared in this area.

·         Signs for the intersections are on their way.

·         To do the W2K track one way including headland track is 25 kms

·         Built a new lookout near toilet

·         Seems to be a lot of little piglets around at the moment on track.

·         Kinloch bluff – trees are being felled after Easter

Mike reported monies received for building W2K :  Whole track $140,000, Headland track $34,000.00 sponsors and time $80,000.00 (less GST)

APOLOGIES RECEIVED

 

DENNIS HANCOCK – OPUS – Dennis spoke to the committee about Audio-tactile Road Markings commonly known as “rumble-strip” which can be found on roads with a metre shoulder.  It’s designed to sound/vibrate when motorists’ tyres come into contact with it whilst driving on the open road.  Dennis reported it was Land Transports’ intention to put this form of road marking on areas of road with extra width in our district and was seeking Bike Taupo’s input as to objections for it to take place in regard to its danger to cyclists.  Keith said the rumble strip is not too bad – a little uncomfortable for cyclists but it outweighs the importance of keeping drivers alert.  The rumble strip is to be put at the stage on State Highway 5 near Ohaaki and from Mountain Road to Rangataiki.  NZTA is seeking written confirmation from cycling fraternities for those sections of highway.  Mike will pass on communication to the Road Cycling Club for their input and Richard will word an email to Dennis on Bike Taupo’s behalf.  Dennis congratulated Bike Taupo for its work on the W2K track and mentioned he is very pro a continuous circular off-road route from Huka to Aratiatia Dam and back along river left.

Regarding the rumble strip – he is meeting with NZTA next week and would like written communication by then.  Richard thanked Dennis for coming and involving Bike Taupo in this process.

MATTERS ARISING:

.

·         Turangi Group -  Pete M has now talked to a representative from this group – they want to do something under the reservoir which is TDC land.  Pete has sent them some information.  Pete has also been asked to look at the land from Tree Trunk to the Hydro dam on Tongariro as a potential track.

·         Taupo Moana Rotary Club – Committee members attended a dinner with the Rotarians during which the van was presented to Bike Taupo – sign writing and advertising looks great.

·         Website maps – Local distance maps are now on our website and Jim is working on rural maps

Other matters

·         Received another Paymate donation from Steve Danks o the Kinloch Golf Resort.  Karen to send out an email thanking him and advising money will go towards maintaining cycle facilities.

·         Term Deposit comes up on 18/8/09.  Committee agreed to put $10,000 back on term deposit. 

·         We have one more maintenance payment due from the TDC of $7,500 and we need to start lobbying to renew the payments.  Our kms of tracks have increased and it costs us more to maintain them so we need to look at requesting $20,000.  Richard advised it might take a bit of work to put together a good case for presenting at the council.

·         The Daily Post (Weekender) has admitted to overcharging us with the advertising over summer.  They have given us a credit.  Committee advised that this is no good – we were only allocated $750 in sponsorship for the advertising and therefore the additional funds spent were not there to spend.  Karen to request a refund of the balance.

·         Richard to chase EW and the partial refund for consent fees (W2K)

·         Taupo Moana Rotary has given us a cheque for $15,000 for the van.  We to bank and then write a cheque out to Wings and Wheels for payment.  Karen to check with Jo – Strettons regarding the GST side of things.

BMX CLUB:  Phil Rielly from the BMX Club gave a well prepared presentation to the committee.  It gave a run down on what the BMX Club is all about.  Their aim is to support riders of all ages and promote the sport at competition level and social level.  They currently have around 80 members and showed a pie graph of age groups.  The largest numbers are primary school age.  Once children get to 14 and above there is a large drop off in numbers.  The Club would like eventually upgrade and provide better facilities as they’ve identified this should encourage teenagers to keep riding and develop the more potential riders.  The club has around 7 kids going to the Worlds in Adelaide and they were the Top Club in NZ in 2008.  The council have recently agreed to help fund a security fence around their current facility as vandalism is an ongoing problem.    They are pursuing a new venue which will include a top track to attract bigger National races.  Keith Crate has been a catalyst in encouraging the council to consider a spot at OD Park in their future plan.   They are looking forward to developing a good relationship with Bike Taupo and will get their website guy to chat to Thomas about a page on Bike Taupo’s website.  The committee thanked Phil very much for his extremely formative enjoyable presentation and echoed the pleasure in developing future relations with their club.

MATTERS ARISING:

.

·         Alan Vane  - He’s on the mend!

·         Turangi Group -  Richard met with them and passed on good advice.

·         Mizuno Half Marathon – It’s been agreed that Bike Taupo will receive $10 per head per participant which will go towards track maintenance.  We will also do marshalling for the event.

·         National Cycle Way -  It was confirmed that this will go ahead and will be more like a series of riding tracks linking areas called “Great Rides”.  $50million has been granted by Govt over 3 years.  Quick projects will be looked at first which will create impact including DoC projects.  Next stage is publicity and planning.  Richard has put in a tender to the Advisory Board in his name as Bike Taupo has declared it a conflict of interest to be involved.  Taupo and Rotorua Mayors are working together to promote a central plateau branding called “Central Park” and will encompass Whakatane to Ruapehu.  Keith advised that there will be huge national support and even the Rotary Clubs of NZ may be united and involved.

·         Weekender accounts for the summer ads – Karyn has queried the cost after Lisa advised they should have been only invoiced for 3 at $700.  We have in fact paid a lot more and Loren of the Weekender is looking into this.

1.      Tamati’s Tiki Tour -  Thomas, Keith and other commuters appeared on the Breakfast TV show during Tamati’s weather slot.  He was promoting all alternative sustainable forms of transport other than cars.  Thomas got a good plug for Bike Taupo and its support of pushing cycling as a means to get to work and school.

2.      Commuting / Cyclemania  -Richard H reported that there will be a launch of summer cycling and community in the Cyclemania week.

SUBCOMMITTEE REPORTS:
Urban Jungle:
1. Database of Projects 2004 to date – Thomas is employed by TDC to prepare this. Will include what, where, promotion initiatives, priority and area.
2. Map Budget – TDC has money set aside in a budget for maps. Perhaps we could do an upgrade of the Wairakei riding area with a focus on visitors. Would include rides with descriptions of gradients, starting places. Entry level rides marked out in loops. Pete Thomas and Richard to meet at TDC for brainstorming session.
3. Cycle Strategy – 3 workshops finished – awaiting action plan. Strategy team are to present to Council the most important initiatives
4. Spa Road – A cut has been finally made on Spa road where the cycle lane ends directing cyclists in to the off-road tar seal piece.
5. Spa Road / Tauhara Road Intersection – TDC are looking at changing this intersection so that Spa Road heading South will be continuous – or a roundabout put in.
Media Promotion and Website:
1. Liane Fraser – Richard to approach Liane to do a Newsletter for Bike Taupo. He will also have Liane send an intro to the committee about herself. Looking into a monthly feather in the paper with sponsorship from say bike shops.
2. Cycle Challenge Guide Book – Keith brought in 5 books to be used as a giveaway/promotion. Committee to email Thomas ideas on what should be done with the books.
Managers Report
W2K
· All gear is out
· Some shortcutting has been fixed
· Stoat traps have been set and so far caught three rats
· Quite a few pigs on headland track
· Need to come up with some names for places on the track (names that have meaning) together with kilometre markers
Wairakei
· New signs erected within two weeks
· Pete Lockwood has resigned from the Wairakei sub-committee and Brendan Reynolds has replaced him.
· Huka Ride – had a good meeting – made changes to the Aratiatia part in lieu of the Eastern Arterial
· Looked at the new areas 11 and 12 – there’s lots of potential for new tracks.
· The re-alignment of the Outback has commenced which will bypass the Drone.
· Picked up Toilet tank and poles for roof lean to for info/timing shelter near bridge. The shelter should be ready for the Craters Classic on 19/7/09
· We will charge event directors $50 per event for toilet use which will cover cleaning etc.
· Pete and Pete have been recording visitor numbers in a note book. So far the stats over a 9 day period read: 37.7 people per day. 1 local to every 3.96 visitors. 9 dogs. 76 bikers and 46 walkers.
 
 
 
 
Other matters:
· Alan Vane had an accident during marshalling on the Moonride – collapsed and is in Waikato Hospital. Pete Master is due to visit him this weekend and will pass on Bike Taupo’s regards and well wishes.
· Pete Masters is away from 6 June and Pete McFarlane will lead the manager’s team with Paul Prendergast on call.
· Turangi is keen to get some tracks in and Bike Taupo reiterated that we are keen to support in a consultancy role. We would welcome a meeting to share our success and help them get their team going. But we do not want to take on physically funding and building tracks in Turangi.

Funding/Projects:
· Need to replace the Van and a resolution was agreed by the committee to apply to various funding sources in the sum of $15,000.
· A resolution was also made to apply to Youthtown for $15,000 to be the presenting sponsor the Cyclemainia Week. Funding would go towards running the campaign. We will extend an invitation to Liane Fraser to be the co-ordinator.
GENERAL BUSINESS:
Mizuno off-road ½ marathon -
· Keith advised that $10 per head per competitor will go towards the Doc Concession for use of track.
Whangamata Stream Track
· New track which will be a 6km loop.
· Kinloch Community Society has asked for a quote from Bike Taupo to do the work.
· Track is on DoC land and there would be a Memorandum of Understanding between DoC and the Kinloch Community Society.
· Dept of Corrections would do future maintenance.
National Cycle Ways Project
· Richard met with the guy heading the project Angus Davidson – it’s unsure what stage it's at yet all words so far.
· A budget announcement is however due in May (it will not be $50M)
· Bike Taupo is looked upon highly and there might be a chance for Taupo to be involved.
· He took him to see W2K
· Talking about a track between Rotorua and Taupo
· Mayor is on board.
Cancer Society Fundraiser
· Thomas reported a chap is raising money for the Cancer Society and was biking from Palmerston North to Auckland and would be passing through Taupo between 3 and 4pm. A request to rally some bikers together to bike in to Breakers restaurant with him. It seemed a little vague the time – may not occur.
Accident Register
· A guy broke his neck on the old 4 wheel drive track that crosses the Redwoods (not designated on Bike Taupo maps)
· A broken arm on the Coaster
