MINUTES OF MEETING – 16 February 2010, 7:00 PM
AT PLATEAU
TUWHARETOA STREET, TAUPO
 
PRESENT: Richard Balm, Karyn Hutton Thomas Schwarz, Pete Masters, Pete McFarlane Richard Hine, Lisa Rowland, Mike Langley; Cath Oldfield, Keith Crate, Aniek Van Iersel, Shorty Hughes. (Jed Mildon and Joe Simpson – Guest speakers and Carwen May (Tpo Mountain Bike Club) for first 30 mins)

Guest Speaker: Jed Mildon and Joe Simpson – From Freestyle BMX Club – membership of around 20 people. Jed and Joe are seeking support from Bike Taupo in their endeavours to build a Dirt Jump/Pump Park. Such a park would be along the lines of those seen in other areas around New Zealand and the World. They showed clips on a slideshow of examples of these parks. Dirt jumps are necessary in the world of freestyle BMX as allow better training, timing and control of jumps (concrete is hard and fast and hurts bad when you go down). The other benefit of such a Park is that other bikes benefit using it. A lot of parks have areas for mountain bikes and racing BMX to practise their skills. Jed mentioned that the sport is growing in popularity with around 20 riders in their club now (started with around 3 a few years ago).
 
Bike Taupo confirmed its support for such a project and gave Jed some tips on where to go from here - Including scouting for appropriate and suitable locations. Carwen May said the Taupo Mountain Bike Club had received funding from Pak ‘n Save and were considering building a Pump Track with this funding. It seems sensible to join the projects and he offered to scout with Jed for a suitable location. Shorty will join them. Therefore Bike Taupo has suggested Jed : find perhaps three locations; put together a brief report on who will control it, facilities needed to run it, Health and Safety (ie. Lockable??) and a budget. They will come back to our next meeting in six weeks with this plan.
 
It would then be appropriate to approach perhaps Councillor Bernard and Alison Rawley of the TDC with the backing of Bike Taupo, BMX Club, Taupo Mountain Bike Club with their plan to build the Park.

As the previous meeting did not have a quorum present, the minutes cannot be confirmed therefore notes from the previous meeting were distributed with this Agenda and will be covered during this meeting.
 
MATTERS ARISING
  • Bicycle Dream movie – have not heard back yet
  • Memorial seat on W2K – Aniek has yet to respond to people
  • Cafes on Website – ongoing
  • Bike Ride maps Lisa and Aniek working on this and will report in “Urban Jungle”
  • Map Price increase – Pete M has spoken to Avanti Shop and Info Centre who both say yes to increasing maps to $3 (with signage stating $1.50 goes back to Bike Taupo for Track Maintenance). This will be in place for the next run of maps.
  • Cycling Film Festival - Thomas reported Taupo will not get this now – it’s gone to a larger city.
  • Arty Bike Rack – Aniek said Sport Waikato still keen to get this up. Pete M to email Aniek a copy of the bike rack we have had on file for ages. Appropriate location for it would be outside Westpac Bank. Pete seems to recall getting a price for making it and it being around $500. Aniek said they have around $400 to put towards it.

·Cycle Challenge concession fees received for November 2009 should go on Term Deposit
·Next term deposit is due and currently its 4.6% for 95 days. Karyn and Pete to check what accounts are coming up as to how much will go back on TD. Needs to go back on TD tomorrow.
·Karyn is now paying most account on-line - once they have been approved at each committee meeting.
·Need to sort out signing authorities and have three registered with Westpac. Richard H to check who is currently “signatories” - it will be Thomas, Karyn and Lisa.

SUB-COMMITTEE REPORTS
Urban Jungle
·BikeWise Family Night at the Events Centre was a good success. The ride was perfect in length and ability – though Pete M commented on the amount of people (adults included) who were unfamiliar with changing gears, riding on dirt etc. Cath is going to look into doing a regular fun family ride – perhaps monthly. Bike Taupo would support and help with this project.
·Spot the Cyclist going well. Aniek on duty this week. Photos and reports have appeared regularly in paper.
·Mayoral Challenge and breakfast is on this Wednesday. Lots of spot prizes, the ride around the boat harbour and Jed Mildon will be doing his big jumps on the portable ramps. Richard mentioned how impressed he’s been with the input from TDC and the professional advertising. (in particular Christine and Claire)
·Cycle Maps are almost complete. Lisa and Aniek to email wording out to committee for their comment and return by the weekend. (They will present final draft to Christine Hutchinson next Monday).
·Lisa reported her and Aniek are currently reviewing the 1.5m signage with Christine Hutchinson. Perhaps we look at changing locations or having the changeable during the cycling season.
·Claire Sharland has reported that NZTA is putting $7million into cycling and model communities and she has applied for Taupo to be one of those model communities.
 
Wairakei (7 wise men and 1 wise woman)
·Shorty reported they met last night.
·Discussion held re the Pump Track
·The paintball track will be closed for 60 days from end February for logging. Forest Managers are the contractors.
·Chris from Contact built the Kegress track which will become part of the Huka Challenge and be the first track in the second leg of the new “relay” part of the Challenge. The subcommittee is a little worried that it not to the standard required and will be contacting Christ regarding this. Changes may need to be made to bring it up to the correct standard.
·Debs Track has been tidied up
·New downhill track discussed from Lazy Sunday. But it may be better to make it an uphill linking to Retro
·Slalom to be realigned
·The shelter in car park has been okayed to continue work on

Lake Track
·Funding of $50,000 for Feasibility Study has been approved by Ministry of Tourism. We were 15 of 50 odd applications to get approval.
·The following resolutions to be accepted by committee: Bike Taupo hereby resolves that:
  1. A subcommittee will be formed to manage the Lake Track business, with Mike Langley from the Bike Taupo committee to be our representative along with
· Alan Vane
· Peter McFarlane
· Peter Masters
· Peter Devlin (DoC representative)
· Terry Slee (DoC representative)
· Rowan Sapsford (Taupo District Council representative)
  1. Thomas Schwarz as Chairperson will sign the Agreement for Funding of Feasibility Study which approves funding of $50,000.
  2. The subcommittee carries out the feasibility study and hands all accounts in relation thereto.
These resolutions were moved by Thomas Schwarz and seconded by Richard Balm - all were in favour.
·Feasibility Study needs to be completed and presented to Ministry of Tourism by 31 May 2010.
·Peter Devlin and Dave Connelly of DoC are preparing a press release for the Lake Track to date on behalf of Bike Taupo.
·Thomas has set up a website “Lake Track.co.nz” which will allow people to review progress.
 
Media, Promotion and Website
·Richard has completed the first “Pedal Talk” newsletter which is great! He’s planning on it being monthly.
·The newsletter will be emailed to members as a link.
 
 
Managers Report
·Pete and Bernard and Grant from DoC had meeting with Monday Walkers as they issued a complaint about cyclist behaviour (fast cycling) on the Kawa Kawa Bay track. Was a good meeting which opened lines of communication with the walkers. We got the point across. Perhaps they need to put a sign up say that walkers are on the track to warn others. Pete will mention etiquette to mountain bikers before the next Thursday night race.
·There’s are new/old bike on display at the tunnel track entrance
·Maintenance continues on Rotary Ride
·Having their quarterly meeting with Steve Ferguson of Ministry of Tourism.
·Wairakei Resort track is being well used
·Wairakei Resort has advised in the Mountain Bike – an accommodation package.
·Mores signs will and are appearing in and around Wairakei.
 
Cyclemania
·Keith has issued another compendium of cycling yet again proving the amount of cycle related activities in the Taupo district.
·Keith attended a branding meeting “think fresh” and it was acknowledged that cycling is a big thing in Taupo. Possibilities were mentioned such as bike sculptures at the entrances to Taupo – reflecting the bike friendly town.
·Liane Fraser did an awesome job for the Cyclemania week
·Wattyl is out as a major sponsor of the Cycle Challenge and it therefore presents an opportunity to re-look “the product” . Serious thoughts about combining Cycle Challenge and Cyclemania into one product. It’s a good package that would expand the Cycle Challenge sideways (as in encompassing a whole week of activities one of which would be the signature activity – The Cycle Challenge” Such a package might attract a bigger better sponsor.
·ETA is opening perhaps by end of September and the Mayor is set on an official opening where cyclists are the first to ride it.

GENERAL BUSINESS
 
·Oxfam route through Wairakei will change due to logging
·Richard Hine advised he will be leaving Taupo mid March and therefore put in his official resignation from the Bike Taupo committee. He will be very much missed and his great effort to date is noted.
·Richard Balm advised he has applied to the Ministry of Tourism in his personal capacity to contract to them for project planning on the Cycleways NZ project. If he gets the contact he will need to resign from the Bike Taupo committee as it will become a conflict of interest in respect to the Lake Track as the funding for this falls under the Cycleways NZ project.
·Lisa to talk to Jo at Stretton’s regarding the following:
oProcedure required to confirm resignations from committee and replacing those gaps with already seconded members that currently attend meetings (ie. Cath and Shorty)
oWhat officially needs to happen with the meeting minutes of 2 February where there was not a quorum present.

Wairakei “7 wise men”
  • Pete reported there was a working B but unfortunately no-one knew about it so not many turned up. Pete to talk to the subcommittee about getting notice of working B out to people.
  • Hub Café is humming and really improved on food, coffee and service
Urban Jungle:
  • The Bikewise ads look good – great job done.
  • Thomas to get Cath to send email with list of jobs required for Bike Taupo participation
  • Urban Structure Plan – need submissions from Bike Taupo – Richard to do by 26/2/10 - Hearing is 10 May
Media and Promotion and Newsletters
  • Website is looking great its “legendary”.
  • Thomas reported it needs updating but would be around 5 hours work. He’d like to add facebook page.
  • Need more cafes on the website (ie. The ones that feature on our maps)
Lake Track
  • Proposal was sent to Ministry of Tourism and we should find out February sometime.
  • A question was raised by the Ministry regarding co-funding the project and we have replied with the fact that we have fully funded and built the W2K which we believe is the start of this track.
 
Managers Report
  • New Track which was funded by Ministry of Tourism (Steve Ferguson) is completed and called “Fergusons’s Track” it’s a good grade and runs from Huka flats to Honey Hive.
  • Track Counters are all up and running. One on W2K broke before Christmas and is now repaired. Kinloch getting round 1200 clicks per week over Christmas / New Year period. Lake Hire return counter already up to 900. Will now be able to get trends starting.
  • Managers have a list of things to upgrade on the Rotary and Redwoods tracks (including realignment of some areas to improve grades and safety, improvement to Spa Park entry to Rotary Ride)
  • W2K spraying taking place
  • New entry planned shortly for the Huka end of the Rotary Ride – this will cut out confliction with pedestrians.
  • Taupo Bungy Track – replacement of planning on part to make it clearer where to go (currently doesn’t look right).
 
Cyclemania
  • They are looking at widening the Cycle Challenge to encompass Cyclemania.
 
 
Funding
  • Had no luck with various funding applications. They are a lot of work to put together for a NO answer. They funding companies seem to be tight for cash.

GENERAL BUSINESS
 
Walk (Cycle) Maps
  • Aniek and Thomas showed 5 lunchtime walks the TDC have funded to be made and have requested we put together 5 lunchtime rides (aimed at tourism and locals). We will do but will call it “Five Rides under and Hour”. Aniek to co-ordinate with Thomas and Lisa. Rides to include from I-Site to Wharewaka; to Titoki/Harvey gullies, to Spa to Bungy, to 10Km loop
 
Maps – Talk on perhaps increasing the price of maps to $3. Pete to sound out Information Centre.
 
ETA route – Keith and the Mayor want a grand opening - ride it / walk it before cars
 
Cycling Film Festival – there’s talk on bringing to Taupo - perhaps in the Winter months??
 
 
Bike Taupo and Bike Rack- Bike Taupo has been asked to consider where a bike rack could go in town (Arty one!)

  • Day night/ OD track blockade is not seen at night by night riders – may need to change make safer
  • Outback – backside to replace drone – ongoing
  • Toilet issue – ongoing - Signs are up on the shelter
  • New maps done and are also on website
  • Steve Bignell got lease of farmland adjacent to Wairakei – permission to race on the land has been given
  • Corkscrew holding up well – still some work to be done
  • Debs Track uphill needs finishing before Huka Race
  • Adjacent to car park a fun kids track to be constructed for kids to muck around on
  • Horse trek track near car park needs blocking off as mountain bikers are using it.
  • Kawa Kawa track is now finished.
Urban Jungle
  • Cath is looking for old kids bikes for the Events Centre After School programme. Shorty will put it in the next newsletter. Sport Waikato did a similar thing and was quite successful
  • Bernard has recommended TDC pays for Bike Taupo’s annual CAN membership which has been agreed to. Thomas to action getting an extra 4 copies of the magazine sent out each issue.
  • Thomas will teach Shorty how to do newsletters online
  • T-Shirts – Lisa to contact Nik Elidas to get them going again.
Lake Track. NIL
Managers Report
  • Kawa Kawa Bay now finished. – but still some slips to fix
  • Redwoods and Rotary Ride has suffered some slips due to bad weather
  • Rotary downhill realignment for Day Night Thriller to be done
  • Windfall on Bumblebee
  • W2K – the poisoned trees near the track edge (Kinloch side) need to be felled and this will be done on Pete Masters return.
  • Bruce Jaine is acting maintenance manager in the two Pete’s absence for the next month. Bruce has also been a great help with maintenance in general including mechanical maintenance on the power-barrow.
  • Thomas will put Bruce Janie’s cell phone number on the website for reporting maintenance requirements on tracks.

  • Track Counters are in place at Wairakei (one more to go in, in the car park)
  • Spraying is complete (2 days on W2K to go)
  • Pruning is happening on the Outback and in 3 -4 weeks thinning
  • Huka Challenge – lots of work but it ran well. It had taken around 3 – 4 days per week to get ready in the last few weeks.
  • Kawa Kawa track progressing – currently pulled out till after the Christmas holiday season/ end of January – track getting too busy with people.
  • Working on a track in Mission Bay
  • Wairakei Hotel – have requested we build a track from their complex through the 9-hole Golf tunnel into the Outback. Estimated $10,000 to build including signage. This will be completed before the boys head back to Kawa Kawa.
  • Digger (with Pete on it) slipped on the Kawa Kawa Bay track. Doc doing an incident report.
  • Maintenance budget for 2010:

INCOME

  • $15,000 service contract (maintenance $10,000 and map/insurance etc $5,000)
  • $4,000 Huka Challenge

GENERAL BUSINESS

1. Bike Wise Month

  • Mayoral Challenge will be on 17 February 10
  • Family day planned for 10 February
  • TDC to pay for an ad featuring Bikewise
  • Spot the Cyclist will feature again this year during the month
  • Murray Bishop, Thomas, Aniek and Richard involved

2. Cyclemania 2009 Report

  • Keith provided committee with a report
  • Lianne Fraser was a great dedicated manager for the project
  • Welcomed Youthtown as presenting sponsor and also Sport Waikato to the partnership.
  • The programme proved to be tight with a good impact
  • Next year they’ll look at getting the programme out 3 months earlier so people can plan.
  • Criterium was well received and next year hoping to get the Nationals.

3. Other Business from Keith

· Discussion had regarding the Offroad 1/2 Marathon. This year the Trust made no money. Keith requested Bike Taupo’s acceptance of Bike Taupo receiving a maximum of $10K for the race (which allows for 1000 competitors). There will be a competitor cap of 1,500. The committee agreed to the $10K cap with a review in 2 years time. Richard to prepare a Letter of Confirmation for signing off at next meeting.

· Keith urged Bike Taupo and members to submit to the TDC Structure Plan – need to keep pushing for a cycle friendly town.

· Keith mentioned he’s working on an official ETA opening – pushing for the first people to go on it to be cyclists!

4. Annual Christmas Ride and Catch-Up

To take place on Sunday 20th December – Lisa to prepare a flyer for sending to all members. Will either by a ride on the ETA or the Kawa Kawa Bay track and drink at Tipsy Trout.

5. Cycle Challenge Guide Books – Need to send out the 3 x books to the people drawn at the AGM – Lisa to do.

SUB-COMMITTEE REPORTS
Keith Crate Report
Cyclemania: Has been renamed to “Bike Taupo Festival of Cycling” and a separate Trust has been set up to run it called “Lake Taupo Festival of Cycling Trust”. Trustees are: Keith Crate; Jim Clelland, Gerry Dance, Morris Heapey, Bernard Cruskowoski. Its partners are: Cycle Challenge Trust, Bike Taupo, Sport Waikato and Taupo District Council. Others on the Trust in an administrative role are: Kay Brake (Treasurer), Liane Fraser (Co-ordinator). Keith is now solely putting all his energy into this Trust and is no longer involved with the Cycle Challenge Trust. Funding will go to Youthtown once again and there is a naming sponsor in the pipeline. The Bike Taupo Festival of Cycling is to include every aspect of cycling.
Kinloch ¼ Marathon - Event that runs along side the Off Road ½ marathon. Keith asked for Bike Taupo’s consent to use the first part of the Kawa Kawa Bay track. This consent will need to be sought from DoC. Bike Taupo volunteers are not required to man this event only the W2K Off Road ½ Marathon.
ETA Opening – Opening in October and there’s a possibility that the World Record attempt for longest parade could be attempted. This could also be the launch of the Festival?
Cycling Booklet: Guide to Cycling in Taupo - Keith is investigating DLT for funding – he will also approach the Information Centre regarding their thoughts on cost to public.
Other thoughts: Rick-shaws on Lake Terrace once the Council own it !!
Wairakei (7 wise men and 1 wise woman)
  • Corkscrew – has a new uphill loop which is a Grade 3
  • Paint Ball track is being prepped for May’s race.
  • Working B on the Deb’s track uphill
  • The shelter in car park has been boarded in now.
  • Mike Power of Crown Forest needs to know if we are doing any work in the forest.
  • Craters Trust – thank you for boardwalks
  • Meeting was had with Steve Ferguson of Crown Lands – it was stressed for the need of a toilet facility in the park.
  • Pipeline on Poihipi Road is going in – letters still being sent in re it.
Urban Jungle
  • The model communities submission from Keith/Thomas/Claire looked really good
  • Thomas spoke to Council re Submission to Annual Plan.
  • 1/5 metre signs – Lisa asked Mike if the Cycle Club would be interested in scouting for new locations of future signage. He said he’s sure they would be and would report back to next meeting with locations.
Lake Track.
  • Tourism Resource Consultants have sent their Feasibility Study in draft which has been perused.
  • Subcommittee will be running through in more depth next week. Its coming together really well.
  • Rotorua Iwi has given their agreement.
  • They now have agreement in principal from all landowners.
Managers Report
  • Kawa Kawa Bay – they are now 1.6kms down the other side from the Rocks summit.
  • Bruce Jaine has been labouring and will be filling in for Pete Masters when he’s away
  • Owen Delany track has now been fenced of for safety reasons.
  • Pete organising a working B for work on the Rotary Ride – uphill single track realignment.
  • They obtaining some “bent” timber from Placemakers for $8oo (worth $8,000 – thanks Placemakers!!)
Media, Promotion and Website
· Shorty has done her first newsletter! All credit!! Included in it was mention of the new Road Cycle Rides that Tri Sport is running from the Events Centre on Sundays at 9am.
· Cycle maps – Aniek reported that a proof is due tomorrow. Kms are done and wording has been altered as discussed with relevant pictures put in. To be called “Easy Urban Rides”
· 1.5 Metre signs – Lisa suggested the Cycle Club scout for appropriate new locations since they are out there riding the rural roads. Mike agreed. Lisa to email him the old locations of bike signs.

· Still not heard from TDC regarding a date to discuss future funding.

GENERAL BUSINESS
  • The Community Police are launching a 4 week campaign on the helmet law and have asked for our support. Thomas will ring them and discuss Bike Taupo’s views – that being it would support a “positive” campaign. Ie . if tickets are issued for non-wearing of helmets while cycling give them a chance to present/purchase a helmet to have their ticket revoked.
