BIKE TRIALS DISCUSSION:

Dave and Ian Gallacher asked if Bike Taupo could help them to get a Bike Trials area in Taupo. They said that they needed an area and then some obstacles. It would only need to be about as big as half a tennis court with obstacles such as truck tyres, tree trunks, large rocks and maybe some built structures. Mark said that he had had a meeting with John Ridd and Ian Connon at TDC and they said we could have the land next to the Pump Track in Spa Park for Dirt Jumps, but maybe Bike Trials could go in there too? It is a large strip of land running from Spa Road down to the car park by the Pump Track and across to the trees.

The committee was very enthusiastic with the idea. It would make a spectator friendly area where several biking activities could be enjoyed. It was suggested that Dave and Ian get together with Mark and the Dirt Jump people and come up with a plan for the area that can be taken back to Council. Once Council OKs the ideas, we will need the costings. Bike Taupo can then help with funding.

CONFIRMATION OF PREVIOUS MINUTES

Minutes of meeting from 24 May 2011 were confirmed as being true and correct. Cath/Thomas

MATTERS ARISING

Website. Thomas thinks that it is probably best to keep Bike Taupo separate from the MTB, BMX and Cycling Clubs and link to them. BT website needs to be able to have a database that tracks its members. With the Lake Track it also needs to have a facility for that information. Make a website summary, discuss quotes and get started. Thomas, Mark and Thea.

Weekender Credit. Thanks for Spot the Cyclist, Thea. Thea suggested we use the other $500 quickly. Committee thought maybe a ‘What We Do’ BT promo for the other half page. Thea will follow up.

Destination Lake Taupo Contact. Mark saw Nick Reader and Will Samuel and also Louise Upston to make a relationship so that cycling is better represented in this TDC funded marketing arena. He also has a new completed guideline from the Ray Menton of DoC for the Queen Charlotte Walkway. This is exactly where we will be heading with the Lake Track and the writing has been done. Mark will have another meeting in August, when everyone is back from their trips away, to look at getting cycling in the Taupo region under one marketing umbrella. Thanks Mark, excellent work.

Funding. Rotary Ride bridge funding sent to Lion Foundation. Funders said that schools would need to apply for their own funding for cycle training. Bike Taupo can help by going to BoT meetings and helping with the paper work.

Owen Delany Park Access to Rotary Ride. Cath spoke to Ian Stretton, the President of the Archery Club and also TDC Health and Safety Officer. She reminded him that the reason that the ETA cycleway finished at Centennial was that it could connect with the Rotary Ride. The access through the archery area is part of that track. Will be a work in progress and TDC, Bike Taupo and the Archery Club need to get together to work out a solution. The idea to close a gate when archery is on seems to be sensible. Cath will continue the campaign.

KEITH CRATE REPORT:

He also mentioned the Bike Summit that will be held at the Great Lake Centre. It would be a good place to put forward what Bike Taupo does. The committee decided that we would be happy to do a presentation, but not to run the Summit.

MANAGER’S REPORT

  • Boundary changes to Wairakei. Blocks 11, 12 & 13 are being added. The boundary will be around the bottom of Deb’s Track at foot of hill.
  • Poisoning programme for W2K and Wairakei. No 1080 drop. Bait stations for possums and leg traps. Must be 20m from tracks and signage needed. Quads but no motorbikes. Contractor Neil Philpott of Central Trappers Pest Control applying to DoC for consent. Shorty will talk to him to ensure he knows what is expected.

LAKE TRACK

  • Still need a Resolution that the BT committee gives mandate to this admin group to meet once a month to make decisions relating to the Lake Track. Alan Vane will word it so we can minute it next meeting.
  • Consent still needed from DoC. Biodiversity Report still to come. Can’t buy equipment on order until Consent through.
  • Mark Gibson happy to help with marketing on Lake Track committee.

URBAN JUNGLE

  • ETA intersection linking to Botanical Heights is completed.
  • ETA cycle track query re-highlights the need to get access to Rotary Ride.
  • Cycle Active promotional booklet well done. Committee keen to support Pete Boomen to run more cycle training in schools.

WAIRAKEI (7 wise men and 1 wise woman

  • Toilets looking likely to happen. Naomi Bray from Colliers International has the plans. Building consent fees waivered. Vault system and then pumped out. Bike Taupo to manage.
  • Broken bridge by carpark has been fixed.
  • No incidents that we know of.

MEDIA/PROMOTION/WEBSITE

· Mark opened up communication with Destination Great Lake Taupo. (See Matters Arising).

· Thea to put together a media plan. She has an idea to publish a monthly article with updates, especially of Lake Track.

· Thanks to Mark and Thea for the following Action Plan.

Aims

  1. Generate greater awareness about Taupo’s tracks and riding opportunities.
  2. Continue to promote cycling within our community.

Goal 1 – Construct a new website with integrated social media networking

LAKE TRACK now known as GREAT LAKE TRAIL:

Damian Coutts from DoC has signalled that they would like to be involved in the GLT. How could they help and what is needed? Pete Masters and Rowan to keep in contact with him, Dave Lumley, Terry Slee and Mark Davies.

Blessing of Track was a wonderful morning. Thank you to everyone for coming.

Three man crew starting next week. 600m to gully completed. Signage sorted. Soon will meet back up with Whangamata Road and then can avoid farmer’s paddock. People will be able to ride down to visit workers and see how track is going.

URBAN JUNGLE: No report

WAIRAKEI: (7 wise men and 1 wise woman)

Horses seen entering Q line road were approached by Pete Masters, would not give there names, said there was a bridleway and they had an email to say so. Shorty emailed Naomi Bray ( Colliers international) to see if a permit had been given and it had not. Until we hear from LINZ - no horses allowed in the MTB zone.

FUNDING/PROJECTS:

Shorty moved that the committee apply for funding to build the new toilets at the car park at Wairakei/Craters of the Moon. Shorty/Cath 2nd All in favour. None against.

Shorty moved that the committee apply for funding for a new bridge at ‘Broken Chain Gully’ on Kawakawa Bay track and for new handrails and to widen bridge at the beginning of this track. Shorty/Thomas 2nd. All in favour. None against.

MANAGER’S REPORT:

1 Most of the track spraying is up to date but with the rain over xmas we have had a lot of regrowth on some tracks but overall most track are in good order weed wise

6 Tourest Trap is getting a new alignment to take out the first hard hill and take it away from the jumps alignment is in and Bruce hoping to open it up tomorrow

7 GLT now close to 5 kms in and on budget apart from the extras like the boardwalk and tunnel which the plan is to apply for extra funding

URBAN JUNGLE:

Bike Wise Month in February. Spot the Cyclist people – Cath, Rowan, check with Aniek, maybe Phil and/or Greta. Breakfast/Go By Bike Day Wednesday 29 February 7am at GLC.

Cath, Thea and Thomas had a meeting with Claire Sharland at TDC about Walking and Cycling Strategy.

Update from Claire on projects completed in the last 2 years, outlining possible new projects which will depend on funding.

 

Link between ETA and Victoria subdivision has been completed but Thomas noted it was not user friendly for mountain biking. Need to look at the maintenance and finish of the surface.

Widening of the path through reserve, beside Taupo bungy completed.

Need to look at cycle symbols within the service lane leading up to the shared path.

Claire to investigate if feasible.

Cycle skills in schools run by Peter Boomen.

Funding will be the issue for this from 2012/13. To discuss in the new year with Christine.

Will look at developing costs/budget required and consider a report to Council to seek support.

Other funding sources such as sponsorship from Contact Energy, M R Power or similar to be considered.

New Tracks

SH Fun downhill from high point, has been completed and some great rollovers thank you Carwyn.

Track Maintenance

Proposed up grades.

Tourist Trap - Hill near the beginning close to punga trails. Make the hill easier and more separation of tracks. All agreed

Coles Killer – get top section working better and more user friendly. all agreed but would like a down hiller who rides the track to help with the upgrade – Action Alex will ask Bernie (Repco) to see if he is keen to help out if so, will get him to contact Pete Masters.

Outback – Track crew - proposed to fix up hill and down hill section at the top.

Boardwalk over geothermal puddle required, leave uphill and down hill sections. Put in water diversion as required. All agreed.

Coaster - needs some TLC has had a lot over the summer, great to see.

Fast Eddie – Needs a tidy up and maybe re- routing at the top by Bumblebee. No rush on this.

Mr and Mrs – The bumps which are not roll overs - Please do not put in bumps if work crew do not know how they should be built.

Spraying - A great growing season for blackberry etc.

The MTB tracks in Wairakei Forest are run on your behalf by Bike Taupo, under a permit from the Land Information NZ (LINZ). The permit requires that every new track is approved first.

Failure to get approval and grade new tracks could jeopardize our right to bike in Wairakei Forest.

If you want to build a new track or just do some work on your favourite track just contact us first. There is over 80km of track to maintain and we need all the help we can get.

LINZ Meeting.

Toilet – Approval of plan from LINZ and signing off the building consent

- Since this meeting the above has been approved and Peter Cook has submitted the building consent to TDC

Totara extension – End of Totara gully track to Fergs track to bypass the grass section.

This is to reduce the maintenance of mowing the grass section and keep the track in the native. We need approval from LINZ to be able to do this. Application has been submitted.

Bridleway – Bev is to contact Pete Masters and go over roads they would like to access. Once this is done LINZ will make a discussion.

- Have had a few horse prints on the tracks/road.

Tunnel – Car park a second tunnel beside the first one.

- Talked to Fernley he is happy for us to do this, just need to get him to sign a letter.

Zone Map – Pete Masters and NZFM are drawing up a final map of the zones. This will be submitted to LINZ for final approval.

CONFIRMATION OF PREVIOUS MINUTES

Minutes of meeting from 16 August 2011 were confirmed as being true and correct. Cath/Thomas

MATTERS ARISING

Website. Thomas has talked with Mike and they have come up with an outline with Mark and Thea. Thomas said they will produce cards with all the layers we need and then shuffle and play with them to come up with the best way to put it all together. Look to be ready for summer.

Weekender Credit. Took a group photo for the ‘Introduction to Bike Taupo’. All members wrote down their favourite track and there will be a ‘Track of the Fortnight’. Each committee person to explain why it is their choice!

See Saw. Ongoing. The Kennett Brothers sent Pete an interesting study on how structures between 400mm and 1.5m are the most dangerous. It seems that there was a perceived idea of something being harmless when it is low-ish contributes to accidents. It was suggested that something like a see saw should either be really low and less than 400mm or else over 1.5m to scare off only experienced riders.

Logo and Byline. Committee considered it to be fine and maybe only change the colour with the new website.

GPS Maps. A couple of maps brought to meeting for consideration. Looking good as they are topographical and easy to follow. MTB Club suggested some sort of indication for uphills and/or downhills. Perhaps dotted lines or arrows. The tracks could be coloured as per their grades eg black for Grade 5 etc which would help people to ride to their ability. Also suggested the maps could include the river trails too.

DGLT. Invoice for $2,000 has been sent but one from Poisiden not received.

Great Lake Trail Resolution. Thomas moved to accept the resolution giving mandate to the GLT sub-committee to pass invoices for payment etc.

BIKE TAUPO ADVOCACY GROUP INCORPORATED

It was resolved by the Committee of Bike Taupo Advocacy Group Incorporated on the

day of 2011 that:

1. The appointment of the Lake Track Project Committee be reconfirmed as a sub-committee of Bike Taupo Advocacy Group Incorporated.

2. Responsibility for implementing the rights and observing the obligations on Bike Taupo Advocacy Group Incorporated under the Funding Agreement with Her Majesty the Queen for the Lake Track be delegated to the Lake Track Project Committee.

3. Without limiting those general delegations, and to better facilitate them, Bike Taupo Advocacy Group Incorporated delegates to Karen Hutton, Mike Langley, Peter Masters, and Thomas Schwarz, as the Project Administrators appointed by the Lake Track Project Committee to administer the Lake Track Project, delegated authority to:

(a) Operate Bike Taupo’s Westpac Bank account opened specifically for the Lake Track Project and to that end, authorizes Karen Hutton and any one of Mike Langley, Peter Masters, or Thomas Schwarz to sign or authorize expenditure from that account;

(b) Pay into that account, money payable by Her Majesty the Queen pursuant to the Funding Agreement with respect to the Lake Track; and

(c) Pay from that account invoices and payments approved by the Project Administrators with respect to the Lake Track Project, provided such payments are in accordance with the budget approved by the Lake Track Project Committee.

Owen Delany Park/ETA Access. Track opened for Day/Nighter so the loop is open. Still need access to Rotary Ride from ETA. Looking at a two-way track along the fenceline after the RWC. Archery Club will move their butts to opposite end of range.

Dirt Jumps and Trials in Spa Park. Alan suggested that they have their own umbrella for funding and maintenance. Cath will continue to work with riders to get park underway. If anyone wants to be involved, let Cath know.

Possum Tracks. Shorty has sorted this issue out.

TDC Submissions. Keeping communication with TDC going.

Home of Cycling. Thanks to everyone who put in submissions. Waikato and Bay of Plenty are the successful Home of Cycling area. Taupo will have to see how this will flow on to here.

KEITH CRATE REPORT:

Home of Cycling. 18 districts applied and the Waikato/BoP bid was successful. The cost to Taupo ratepayers will be $3.12 per annum on regional rates. Velodrome in Cambridge September 2013. Some committee members expressed concern that Taupo riders will see no benefits, while some local issues remain unresolved. Cath to email Keith to contact Claire Sharland and Dennis Lewis to express that BT sees four pressing issues for Taupo cyclists.

  • The widening of Poihipi Road.
  • Signage to BT network from main roads. eg W2K, the gullies and Craters.
  • Cycle lanes in town.
  • With Lake Terrace becoming a local road, are there safer cycling considerations especially since the serious accident at Two Mile Bay recently.

Ribbon Cutting. There is to be an official ceremony to hand back Lake Terrace to Taupo as a local road. Suggested it would be a great opportunity to present cycling to the community. Begins at roundabout by airport and goes round to GLC probably. Keith thought we could try to get as many cyclists as possible to show our numbers.

First Cycleways Trail. Keith visited the first trail for the National Cycleways. He was impressed. Five of the trails are in the Home of Cycling area. The main idea is that there will be local jobs created.

DGLT Visitor Guide. Only one page of this guide has cycling. There is a walking guide and needs a much more cycling information. Our marketing needs to be much more prominent. Scott Pearson has been approached by Bike Taupo.

Trustpower Awards. Well done. The National awards in Ashburton in March.

Mizuno Half Marathon. Thanks to BT for their help. BT needs assurance from the organisers that they can keep it running. BT can run the event, if necessary. Keith asked to please express to the committee of the Half Marathon what BT actually does so that the event is possible and that this be minuted. 1. The track does not take care of itself and without a track, there is no event. 2. The Track Managers were out on the day before the event, making the track ready. 3. On the day there were 8 marshals from BT who stayed all day. 4. BT would consider running event if necessary.

Corkscrew downhill and Squirt to Q Line road.

SH Fun downhill from high point. Brendon and Alex have flagged it. Digger to do, option on last bit, track crew to decide the best way to exit to Q line road.

Track Maintenance

Completed:

  • Luge has been fix up after cattle trespass , working bee great turn out 12 people
  • Kegress - two corners improved by Brendon and Alex.

Being done:

  • Retro up hill top section - Pete Manning has started it, old track to be left in as an option. Alex rode out there and wasn’t happy with the work. Too tight and tree roots. He thought the old way was better. Pete McFarlane and Alex to look at.
  • Pete Masters and Pete Manning will put in an optional link to Coles Killer. Form Buzzard.

To be done:

Grinder –Veggie trim.

Incline - wet patch about half way and veggie trim.

Top of Outback – downhill from road narrow drop and puddle in Geothermal area, Ramp over fence needs netting all the way along it.

Mister - tidy up.

Buzzard - check structures.

Spray signs with 30 Seconds and walk away.

Fast Eddy- digger job tidy up, not urgent want to keep this track.

Weed spraying has started.

Shorty has sent this list to Pete Masters who will check tracks and instruct the track crew of the work to be done.

Carwyn happy to have a working bee on Retro downhill at some stage - not urgent.

  • Suggested that the long uphill sections be a broken line to show it is up eg on Grinder, Tank Stand, Debs uphill, Incline, Outback uphill.
  • Tracks coloured by their grade.
  • Grey track, links Outback to Slalom new name “Chain Link”. ( Thanks Len)
  • Laneway Road name missing.
  • No roads to be shown outside Bike zone boundary?
  • Horse zones shown as no go areas.
  • Room for expansion – back of Outback.

Shorty moved that Bike Taupo committee accepts Colliers conditions for toilets. 2nd by Pete Masters.

Building consent being covered by TDC we just need to pay for admin costs approx $150.00. Still need to do the paperwork.

Bridleway – freedom riders

  • The Taupo Adult Riding Club and Bridleways Incorporated has applied for a recreation permit to allow freedom horse riding through Wairakei Forest and beyond.
  • We were asked are there any issues / suggestions you have / wish to alert us to as part of the consideration by LINZ of their application for bridleways?
  • Pete Masters, Len and Shorty put in a detailed two page response, giving some background information, key issues for Bike Taupo etc. In summary…

Proposed solutions

  1. Freedom riders could use agreed THT horse zones (If THT will allow them to) and sign in and out with THT each ride. This signing in and out system should alleviate concerns around events and safety as at this signing in point the riders will be made aware of any events or special considerations required.
  2. The freedom riders can create and maintain their own zone which are separate from Bike Taupo and THT's zones. They can build their own trail that links where they want to go.

Summary

We are do not oppose the freedom riders riding and wish them all the best but as discussed, historically the mixture of these activities is not conducive to a positive atmosphere and can cause a myriad of issues. Walkers and dogs also use these areas and we are keen to maintain the current conditions for all to enjoy.

HEU HEU STREET:  Fraser Scott from TDC presented a revised option for the upgrade of Heu Heu Street.  This version is a Plan B, after retailers were unhappy with the reduced car parks in the first idea. $1m budget over the next 12 months.   Rowan will feedback to TDC with the following ideas:

  • Bike racks dotted more frequently along street, best near crossings and outside cafes.  Preferably ‘arty’ ones, like Suncourt.
  • Seats and/or planter boxes with rails to lock bikes to.  Get a useful structure that also takes bikes.
  • Public drinking fountain.
  • No water feature, the lake is our feature.
  • BT preferred the original plan.  If it gets watered down anymore, may as well go to another street.

Newsletter – New system on website needed.  Maybe Mail Chimp.  Shorty agrees to continue, when website improved.

Operations Manager – Thomas moved Pete Mastres and Pete McFarlane contine.  Shorty 2nd.  This  appointment has no voting rights

Wairakei Sub Committee – 2 x MTB Club people.  1 x Bike Taupo, Shorty happy to continue.  1 x Ops Manager, Pete McF.  3 x others from the community, maybe approach Contact and invite Mark Green or Grant Nicholl.  Mark and Shorty to approach.

Great Lake Trail –Mike Langley, Thomas Schwarz, Pete Masters, Pete McFarlane, Mark Gibson, Terry Slee & Pete Devlin from DoC, Alan Vane, Karyn Hutton, Rowan Sapsford.  These people all reappointed.  Reminder that this subcommittee has mandate vote on Great Lake Trail issues and can authorise spending up to $50,000.  Cath moved, Shorty 2nd.  All in favour.

MANAGER’S REPORT:

Lots of trees down during the Huka race.  Calling it off was the right thing. Branch hit a person on Tank Stand.

GREAT LAKE TRAIL:

3.4km done.  Over budget on boardwalk, but expecting to be able to claim that from government.  Everyone enjoying the photos, so keep them coming.

URBAN JUNGLE:

Pete Boomen is losing momentum with his Cycle Active Taupo.  He has suggested that BT or TDC buy the bikes and trailer and run the programme.  Probably more a TDC thing.

Spa Park Dirt Jumps and Trials idea gaining momentum.  Getting the guys organised.  Cath and Shorty helping.

WAIRAKEI: (7 wise men and 1 wise woman)

 

Resolution required to build a second tunnel at the carpark at Craters.  Moved Pete.  2nd Shorty.  All in favour.  Julie to ask her man about ideas for the tunnel.  Needs to be 2.2m high and 6m long.

Plans and costings are ongoing for toilets. 

MEDIA/PROMOTION/WEBSITE:

Framework has been started.  Important to be able to transfer content.  Media Chimp for newsletters.  Need to stick to $5,000 budget.  Tie in with rebranding and GLT and maps.  Timeframe for completion 1 Feb 2012.

FUNDING/PROJECTS:

Tunnel, as per Wairakei.

NEWSLETTER:  Looking at better system on website.

GENERAL BUSINESS:

New DoC building behind Wai Ora House in Motutaiko Street and an office for Bike Taupo being provided!

Ride Centre idea needs to be discussed, as it can tie in with new DoC building.  7pm Scenic Cellars Wed 21 December.
