CONFIRMATION OF PREVIOUS MINUTES:  Committee agreed that minutes of 24 November 2004 were a true and correct record.  Accepted by Gerry/Pete

 

MATTERS ARISING:

•          Track Counter for Rotary Ride ongoing - hold up with DOC 

•          Funding Info package  - ongoing 

•          Fix Rotary Sign - Gerry is arranging for a new sign which will be secured to trees. 

•          TARTS issue - resolved 

•          Land Transport Programme submission - Lisa investigated - no need to submit 

•          Control Gates Bridge - Gerry had onsite meeting with Opus.  He to write a letter with Bike Taupo recommendations.  Will possibly be dealt with in a programme or with money on hand.  Needs extending around 70-80 metres. 

•          Christmas Get Together - Great success with around 28 riders who enjoyed a 2 hour ride ending with a couple of drinks at Jolly Good Fellows.

Submissions:

•          Tongariro Domain Structure Plan has been put out to public.  Lisa to prepare a submission to provide a recreational path linking control gates to boat harbour and around to the Great Lake Walkway.  Also to advocate for a cycle/walkway over the Waikato River from Nukuhau to Tongariro domain.  Gerry will email application to Lisa.

 

Funding:

•          Successful with funding received from LePine and Co, Malcolm Flowers and Cheal Consultants sufficient to complete Redwoods track.

•          Keith Crate and the Kinloch community have so far raised around $1,300 towards the Kinloch to Whakaipo track (more below)

 

Road Safety Campaign:

•          January part of campaign to kick off on the 25th with the final Taupo Times ad campaign.  This will be the same four ads in the last run but only using one example per ad instead of four all together for four weeks. 

•          Core Flute signs design has been decided by committee and Lisa will submit to Sign On.  She’ll then take to selected businesses for displaying in their shop front for the rest of the campaign period (beginning of April).  

•          Lisa has made a start to the evaluation process but really cannot be completed until end of campaign. 

 

TDC Cycle Strategy Team

•          Pedal Talk coming.  Gerry sought ideas from committee:  reiterate road safety campaign to coincide with next ad run; advertise Bike to Work day. 

•          Bike to Work day is on 16 February and the Team would like Bike Taupo to lending a helping hand once again.  No problem. 

•          Else Tutert has left the TDC and therefore Cycle Strategy Team is hoping her replacement will also fill her shoes in the Cycle Strategy Team. 

 

Wairakei Forest Park 

•          New tank stand track open 

•          A new track is being added to the corkscrew track for school race events. 

•          Loads more people using inwards/outwoods goods tracks as its being packed down nicely. 

•          Concession Agreement is signed but there is some dispute over the date (they’ve dated it 1/1/04). We believe it should be dated the end of 04. 

•          Bike Taupo is responsible for its members on these tracks (insurance covers this) and the public have the right to be there also. 

 

Acacia Bay to Kinloch Track

•          Still awaiting the dotting of ‘I’s and crossing of ‘t’s regarding an announcement of the hopeful sponsor for the track. 

•          In the meantime support/sponsorship has been confirmed by: 

o         Suncourt Motor Hotel - for helicopter service 

o         Bramley Builders - for bridges 

o         Placemakers - timber 

o         Lake Hire - any equipment needed 

o         Peter Manning Cash Converters - supplying tools 

o         NZ Forest Managers - mapping 

•          Further, Keith Crate has raised around $1,300 to date with fun runs out at Kinloch.  He’d like to raised $5,000 per annum which would go towards maintenance.  The Kinloch community are excited over the news of the track and fully support the venture.  Soon the Kinloch Rate Payers Assn will meet with Bike Taupo representatives to discuss a few things regarding this funding. 

 

 

GENERAL BUSINESS:

•          Lisa mentioned the invitation from Christine Hutchinson to make application for another road safety campaign next year.  We will duplicate the 04/05 campaign. And then in 2006 look at a brand new campaign.

Jonty queried whether we pay the GST on accounts that state GST is inclusive.  The committee advised yes.

SUBCOMMITTEE REPORTS:

 

Media and Promotion:

•          Redwoods Track opening will be in February sometime.  Gerry and Lisa suggested it coincide with Bike Week - close to Bike to Work Date on 16 February then advertising could be used at each event. Sign for Track is being made.  A media release will precede the opening. 

 

Website/Membership:

•          New website is now live and all data transferred from old site.   New site looks good and is really easy to use ie. Posting news and photos.  

•          Constitution to be put on and in this regard Thomas will phone Alan’s secretary Pam Schofield at LePines for an electronic copy. 

•          All agreed that the home page should feature photos with news stories and only a few lines with the ‘more’ feature used for the rest of the story.  Otherwise home page becomes cluttered and untidy. 

•          Thomas to contact Susan Watson secretary for Cycle Club as they want to be involved with the website also. 

•          Thomas will make a start to imputing dates on the calendar system regarding what’s coming up. 

•          Thomas queried whether we need new members registering online to include their address details.  Committee advised that the constitution states that we can conduct business electronically therefore not necessary to have address option.   

 

•          Constitution needs changing once more.  Needs to state that Bike Taupo ‘can run events’ currently states that we do not run events.  This is because the concession states that we must be the only group allowed to run an events in the Park.  This means for example that Mountain bike races will state ‘Bike Taupo in conjunction with ’

•          Still some Horse Trek problems.  Owner was caught red-handed using tracks they had only just said they’d not used and damaged.  All parties have requested the Horse Treks make a full public apology.

•          The cafés have now paid all map sponsorship monies.

 

Maintenance:

•          Craig has now finished his allocated 12 weeks maintenance.  But will now do another 4 weeks as there’s been a lot of growth which needs controlling.  He’ll start this 4 weeks period once PD comes back.

•          The realignment of Huka Hill is almost complete around 25 metres to go. John, Kevin, Pete, Peter McFarlane, Chas and Craig have been chipping away at it.  It adds another 250 metres to the Rotary Ride.  The old downhill will be filled in as DOC won’t allow it to be operable.

•          A new track is being done to the Buzzard.

•          A new link to the Young Pines track

•          Shortly looking at reopening Hansel and Gretel tracks.

•          Money from TDC for maintenance has been the best thing to get Wairakei Park and adjacent areas looking good.

•          Rotary Ride - There’s been numerous near misses and a couple of head on collisions (including Banga recently) in the area just north of the Ladder Bridge.  Foliage will be cut back for better visibility and possibly warning signage.

•          Signage is being updated in Wairakei Park and adjacent areas.  This signage includes track grading which needs to be done from now on.  Bike Taupo have graded all tracks and Budgie (Mark Woods) will check grading.  This grading will be consistent with all tracks nationally.  They will look at putting Bike Taupo somewhere on some signage as we now need to tell people who is doing all these changes!

•          Gerry advised that Tara Inglis of Environment Waikato would like copies of the Wairakei Park maps for inserting over topo maps for the regional walking and cycling strategy.  Pete advised that Bill Wheeler is the man who could help her as our maps are not to scale.

Track Counters: The DOC builder has been on sick leave.

Website maintenance: Kerry Stephens was approached and has accepted the role to update. Thomas confirmed that the running costs for the site was $500 per annum and that leaves $500 for Kerry’s hours. (continued in subcommittee report).

Letter to TARTS - Pete will complete - will talk to Trevor Watts.

Service Agreement track maintenance: invoice prepared and sent to Council.

CAN Cycle Friendly Awards: application sent - unfortunately were not successful.

8. SUBCOMMITTEE REPORTS:

Media and Promotion::

• Jonty put in two positive letters to editor re the 1.5m road signs.

• Redwoods is opening soon and a big media push will happen then. May look at some of the local politicians opening the track.

• Taupo Times has a new ‘outdoor reporter’ - Paula Kalsener.

Website/Membership:

• The updated system went through today. Now the task of transferring old site to new site - Lisa will help. Idea is to get the most recent info on and then perhaps split the old stuff among committee to update. Thomas said it’s easy to do just time consuming.

• Thomas will ring Kerry once ready for her part to commence.Submissions / Funding:

• Neville has now left the committee which leaves an opening for a submissions person. Lisa has agreed to take on the role.

• Land Transport programme has been received and Lisa is to read over to see what Bike Taupo’s involvement might be.

• Other future submissions include: Community Outcomes (Jan/Feb - make comment); next year’s annual plan will show its head in April 05; Environment Wakato are looking at a regional walking/transport plan.

• Gerry will keep his eyes open for TDC submission processes which are in Bike Taupo’s interests.

Road Safety Campaign

• Lisa reported that all signs were now on roadsides and these have caused lots of publicity both positive and negative via email, letters to the editor, word of mouth and damage to signs (which have been rectified).

• Word is that cars are starting to give cyclists as little more room and are more watchful for cyclists.

 

 

Cyclists are becoming more aware of visibility issues and are wearing ‘hi-vis’ clothing.

The committee decided that the current set of ads with words ‘this cyclists could be ’ is too many words. For the January set of ads (also four weeks) we will have just one liners ie one ‘person’ for each week.

• Christine is impressed with the signs and their impact. She also mentioned that Andy Campbell (community constable) is upgrading the Crown Road off-road simulation of a road circuit used to teach children the road-code and how to bike safely. She offered her assistance to Lisa when preparing the evaluations

• Now need to put our thinking caps on re second phase of campaign being core-flute signs focusing on ‘how long/big is 1.5 m’. Committee will think of wording to be confirmed at next meeting. Some ideas for placement of these signs were:

• Service stations

• Repco

• Truckstop

• Vehicle Testing Station

• Taupo Holden or other car dealers

• McDonalds

• Huka Café

There will be 10 signs made up. Lisa to continue on this project - to approach retailers for advertising signs.

TDC Cycle Strategy Team:

DOC and TDC are looking at putting together a new brochure incorporating both cycling and walking in the district.

• Freewheeling Fun Day went well with good weather and many participants of all ages. A letter of thanks will be sent to Bike Taupo for their assistance on the day.

• Shared use of lakefront is being progressed slowly. . Pete stressed once again that we need to get the chicanes back in immediately.

• Culverts on State Highway One (Wairakei) is progressing with onsite meetings with Allan Birket and Ken Bunny. Legal opinion was sought re the health and safety aspects/problems of project and none are foreseen.

Wairakei Forest Park:  

Still awaiting Concession Agreement for signature. Expected any day now.

• Taupo Mountain Bike Club has given Bike Taupo $4,000 towards building new tracks in Wairakei Forest Park.

• Craig and his PD workers are going well. PD is great at doing specific projects.

• Mountain Bike Club is running a pre-Christmas race series is being run on Thursdays.

• Development Plan should be completed in the next few weeks.

• Len Malcolm of Mtn Bike Club is happy with Bike Taupo’s involvement and sees it as a new step forward.

• The horse trek issues are dying.

• To increase the working B attendance they are looking giving away spot prizes as incentives.

• Maps are selling well and the profits go back into maintenance of and new tracks.

Looks like we may have funding. Cannot confirm until December.

Control Gates Bridge on/off ramps: Big problem with design. Gerry to contact Paul Henderson of Opus.

• Rotary Ride - Huka Hill: looking at realigning downhill as it’s too dangerous and difficult for your average cyclist.

• Christmas Get-together: This will be on 12 December and will include an off-road ride and drinks at a pub. Lisa to prepare email to be sent with full details.

1.       Thomas has added a ‘Sponsors and Supporters’ webpage and now needs a list and logos of these groups.  Committee to forward these to Thomas. 

 

TDC Cycle Strategy Team

1.       The draft Cycling and Walking document in now in review before going out to public for submission.  Currently horses may be included in this document but Gerry is pushing for it not to happen.

2.       Lions Walk now has appropriate signage with ‘share with care’ message.  Further chicanes have been put back in blind/narrow spots for safety.

3.       If we get the okay to open up some of the gully systems around town Bike Taupo will need Cycle Strategy Team/TDC buy-in regarding future maintenance.

 

Submissions:

1.       Lisa prepared and sent in a submission re the Neighbourhood Reserve Management Plan. 

2.       Gerry to diary the 10 year District Plan submission stage and let Lisa know of this.  Should be around Christmas.   

 

Funding:

1.       Richard requested resolution by committee to apply for pub charity funding.  Resolution was given to apply for funding for track maintenance.

2.       Taupo Mountain Bike Club continues to fully support Bike Taupo’s efforts and will donate future race profits to us for track building etc.

3.       GroundEffect has kindly sponsored us with three boxes of seconds clothing for selling to our members.  The committee has decided to sell it at 60% of retail value as a fund raiser.  Should hopefully make about $2,000.

4.       Lisa has prepared and sent three project proposals for Rotary’s consideration.  These were emailed to Mike Langley and Guy Beange. 

 

Maintenance:

1.       Craig has now finished his stint and first year.  They are now reviewing for next year.

2.       Gerry to prepare a report for Council as part of six monthly report per agreement.

3.       Rotary Ride will continue to be changed to keep improving it.

•          The northern end of the track now has matting over the slippery clay. 

•          Barry Shepherd, Dave Brett and Pete Masters have physically looked at the change to hill past the ladder bridge out to a bluff towards the river - making gradient better and cutting out the matting part of hill.  Better views too.

•          Looking at changing ‘Bangers Corner’ as it’s still dangerous. 

•          They’ve investigated a new downhill through the gully behind Owen Delaney Park which would be a one-way track to separate uphill and downhill traffic - safer.  This will not happen for a while.

•          Also looking at extending track through the young pine trees on Landcorp land - make it more meandering and interesting.

4.     Western bypass needs pumice loaded on to soak up boggy bits.  Working B scheduled for 11 June and will be mentioned in newsletter.

CHAIRMAN’S REPORT:

Pete advised that the working B’s are attracting awesome numbers with 50 to the last one which finalised clearing the tunnel under the highway.  Rotary Ride is being changed and improved at a rapid pace thanks to a few voluntary hard workers.  Someone has asked if they can make some changes to Col’s Killer and they’ve been put onto the Track Crew.  There’s tonnes of enthusiasm out there and its growing.

1.       Ground Effect Grinder opening went well 

2.       Still considering a 1000 member promotion - involve Taupo Times. Lisa to approach Ross at Corner Shop re perhaps a free bike service as part of it.  

 

Website/Membership:

1.       Website is working excellently and looks great.  Really interactive - good pictures etc 

2.       Hits show big numbers are visiting the site. 

3.       Thomas is archiving the news regularly. 

 

TDC Cycle Strategy Team

1.       The draft Cycling and Walking document will go public on 27 September.  Horses are excluded from strategy document.

2.       A levels of service pamphlet has been sent out with a questionnaire on recreation paths and whether the current services are ok.  A majority has come back saying ‘yes more money needs to be spent on these areas’.

 

Submissions:

1.       Tongariro Conservation - resubmit on 12 September 2005 

2.       Eastern Arterial Route - section near golf course  there will be no room to put 2 tracks so there’ll be a section where all road users will have to share the wide shoulder. The land that will be used for the recreational path adjacent to the arterial will become Council reserve.  Comment for the biking under the arterial route in the Centennial Drive and Broadlands Road areas can be made on 27 September when the cycling and walking strategy document goes to public consultation. 

 

Funding:

1.       Invoice for $11,000 has been sent to TDC regarding the agreement with them for track maintenance.

2.       Taupo Mountain Bike Club agreement with Bike Taupo states that they will give us 40% of any race profit on the 25 days a year they can race at Wairakei.

3.       Its hopeful that Rotary might be keen to fund one of our suggested projects.  Should hear about this shortly. 

 

Maintenance:

1.       Pete McFarlane has been employed to fix the Rotary Ride downhill extension

2.       John Taylor is chipping away at the Ladder Bridge extension.

3.       The Owen Delaney area’s new extension is working and well maintained. 

4.       The new entry to Rotary Ride is great but people are still using the old way.  Look at putting boulders over old part.

CONFIRMATION OF PREVIOUS MINUTES:  Committee agreed that minutes of 9 March 2005 were a true and correct record.  Accepted by Jonty/Thomas

 

MATTERS ARISING:

1.       Router Art account  Pete checked this out and it has been reduced and a future price confirmed per sign. 

2.       Newsletter  - completed and sent out to members 

3.       Letter to Editor   - a response re GL Walkway was done by Bruce. 

4.       Sponsorship page on website - ongoing (Thomas) 

5.       Review of Insurance incl. tools  - Malcolm Flowers provided best quote so will go with them.  It works out to be uneconomic to insurance chainsaws and scrub-bars. 

6.       Constitution changes   - liaison with Alan Vane is ongoing (Pete) 

7.       Cycle strategy workshop notification   - completed - notification sent out to all members.

TREASURERS REPORT: Account Balance $13,742.33 (not including outstanding/new accounts and monies to be banked).

Accounts for approval:

1.       Malcolm Flowers - insurance premium $731.25

2.       Lake Hire - $400.00

3.       McFarlane - $1,003.65

4.       Crown - $607.50 (can now be paid as Agreement document received)

It appears that $530 (sign installation re road safety campaign) has been paid twice to Council.  Gerry will check this out with TDC accounts and arrange a refund if necessary. 

To make it easier for the Treasurer once an account for payment is received by post the following will occur:

•          Secretary will pass to the person leading the particular project.

•          That person will sign it off (write on account) together with labelling project its for.

•          They will then pass to Treasurer for payment.

Income on maps is good.  Made about $1,000 so far.

Media and Promotion:

1.       Newsletter went out in March.  Lisa to continue preparing newsletters every two months. Next one due to go out in May.  

2.       Letters to the Editor have featured on the Lions Walk and road safety. 

 

Website/Membership:

1.       Next newsletter to include bit to encourage people to sign on promoting why they should ie. They’ll be able to submit news items etc. 

 

TDC Cycle Strategy Team

1.       Cycle Strategy workshop went well though numbers of public attendance were low.  Gerry published the outcomes on the BT website.  The maps are being put into the computer and will be available shortly.  The new draft Cycling and Walking Strategy document will be ready for TDC internal distribution in 2 weeks.  Will be available for public submission on 18 July 2005.

2.       Warwick Hall and Scott Lee of DLT are keen to prepare a proposal promoting cycling and mountainbiking in Taupo for tourism.  They have a copy of the APR study done in 2002.  Looking at promoting families.   They are currently securing funding and will work with Bike Taupo.

3.       TDC is still to revisit the signage at Spa Park promoting the Rotary Ride.  People are not getting to the track entrance easily.  The main sign will be moved to the carpark  and the entrance changed by realigning the track directly from Spa Park winding it down to the dirt road and on to the Rotary Ride.

4.       TDC has reserve land off Huka Falls Road down towards the river but it quite close to houses.  Residents are against it being made into a residential path.  But it could happen in the future.  This path would give access to pedestrians and cycles down to the river back to town cutting out having to use the path down state highway one.  Its currently overgrown and around one third of it is accessible.

5.       Lions Walk is to have 3 new signs promoting share with care cycles and pedestrians put in place.  Further chicanes will go in narrow and blind areas.  Other options were discussed like putting white lines down the middle of the path.  In other districts/countries people tend to stay on ‘their’ side.
